緣起於畫家、美術史家兼小說家謝里法先生發起，
捐出榮獲第三十七屆行政院文化獎之稅後全額獎金，
特以其心儀之法國文豪、一九一五年諾貝爾文學獎得主羅曼．羅蘭（Romain Rolland，一八六六～一九四四）稱名設置。

1️⃣小說主人翁，以台灣歷史上迄今之傑出藝術創作者（含日治時代之日本人士）為限，包括美術家、音樂家、舞蹈家，任何時代背景皆宜。惟不含作家、戲劇家、建築家在內。
2️⃣小說之故事，除基本史實外，事件情節之細微轉折，人物形塑之細膩變化，皆必須具備獨特且獨到的虛構創作性，而非拘泥於真人真事之傳記。
